Xi delivers speech at Spring Festival reception, extending festive greetings to all Chinese

BEIJING, Feb. 9 (Xinhua) -- The Central Committee of the Communist Party of China (CPC) and the State Council held the Spring Festival reception for the year of 2024 at the Great Hall of the People on the morning of Feb. 8.

Xi Jinping, general secretary of the CPC Central Committee, Chinese president and chairman of the Central Military Commission, delivered a speech. On behalf of the CPC Central Committee and the State Council, Xi extended Spring Festival greetings to the Chinese people of all ethnic groups, compatriots in the Hong Kong Special Administrative Region, the Macao Special Administrative Region and Taiwan, as well as overseas Chinese.

Xi emphasized that the outgoing Year of the Rabbit was the first year to implement the guiding principles of the 20th CPC National Congress on all fronts. Faced with an extraordinarily complex international environment and arduous tasks in promoting reform and development, and maintaining stability, we rallied the will and strength of our people behind the quest for Chinese modernization, coordinated both domestic and international imperatives, worked hard and tenaciously, and forged ahead with fortitude, said Xi. We overcame a multitude of difficulties and challenges and made solid strides on the new journey to build China into a modern socialist country in all respects, he noted.

Li Qiang presided over the gathering. Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, Li Xi and Han Zheng, among other leaders, attended the event.

In the Great Hall of the People, the banquet hall was brightly lit and radiant with festive cheer. People from all walks of life gathered to celebrate the upcoming Spring Festival. The air was joyous, auspicious and harmonious.

At around 10 a.m., Xi and other Party and state leaders entered the hall to lively music. They waved to the crowd and exchanged greetings and holiday wishes with them. The hall erupted into rapturous applause.

In his speech, Xi noted that over the past year, we implemented the new development philosophy on all fronts, adhered to the general principle of seeking progress while maintaining stability, decisively downgraded the level of COVID-19 epidemic prevention and control, and promoted the recovery and development of the economy. The total economic output exceeded 126 trillion yuan and the grain output set a new record high, with employment and price levels remaining generally stable. China presented itself as a standout in the global context. New breakthroughs were made in scientific and technological innovation, new productive forces took shape rapidly, reform and opening up were deepened continuously, a new round of reform of the Party and state institutions was completed basically, the ecological environment was improved, and the modernization of national defense and armed forces witnessed great strides. We hosted Universiade in Chengdu and the Asian Games in Hangzhou, seeing Chinese athletes delivering outstanding performances. We made significant advances in exercising full and rigorous Party self-governance and fighting against corruption, constantly consolidating a healthy political environment.

We put the people first, worked hard to ensure and improve their well-being, continued to consolidate and expand the achievements made in poverty alleviation, worked hard to address the difficulties and problems that concerned people the most, made all-out efforts to respond to natural disasters and promote post-disaster recovery and reconstruction, and maintained overall social stability. We actively supported Hong Kong and Macao in better integrating into China's overall development, firmly opposed separatist moves for "Taiwan independence" and interference by external forces, and vigorously safeguarded China's sovereignty, security, and development interests. We made solid progress in major-country diplomacy with Chinese characteristics, adding certainty and positive energy to a world of change and disorder, and demonstrating our sense of responsibility for building a community with a shared future for mankind, he added.

Xi stressed that looking back at the hard work in the past year, we have gained a deeper understanding that promoting the building of a strong country and the great cause of national rejuvenation through a Chinese path to modernization is not only a bright road for the Chinese people to pursue a better and happier life, but also a just one to promote world peace and development. As long as we do not deviate from the path we follow, remain committed to our original aspirations, and are of a single mind in making consistent endeavors, we are bound to overcome all difficulties and obstacles on the road ahead and achieve success.

Xi noted that 2024 marks the 75th anniversary of the founding of the People's Republic of China and is a critical year for achieving the goals and tasks of the 14th Five-Year Plan. It is imperative to adhere to the general principle of pursuing progress while ensuring stability, and materialize the requirements of seeking progress while maintaining stability, promoting stability through progress and establishing the new before discarding the old. Solid efforts are also required to faithfully apply the new development philosophy on all fronts, secure both high-quality development and high-level security, give prominence to key areas, grasp key points, and forge ahead and work hard, so as to boost economic vitality, prevent and mitigate risks, improve social expectations, consolidate and promote the momentum of economic recovery, further improve people's well-being, and ensure overall social harmony and stability.

Xi stressed that it is imperative to further deepen reform across the board, work hard to overcome deep-seated institutional barriers and structural problems, and fully unlock potential for entrepreneurship and creativity among all members of society, so as to inject great vigor into Chinese modernization, which will help it surmount all difficulties and forge ahead with indomitable will.

Xi pointed out that as the totem of the Chinese nation, dragon is deemed strong, fearless, benevolent and powerful, and it not only embodies the Chinese nation's spirit of ceaselessly pursuing self-improvement, hard work and enterprise for 5,000 years, but also encapsulates the determination and aspiration of hundreds of millions of Chinese people to build China into a strong country and realize national rejuvenation. In the upcoming Year of the Dragon, we hope that people across the country embrace a spirit of vitality and determination as represented by dragon. With great momentum and ambition, we will explore new ground with hard work and dedication, collectively writing a new chapter in advancing Chinese modernization.

BEIJING, Feb. 8 (Xinhua) -- As the Spring Festival of the Year of the Dragon is just around the corner, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, took part in a gathering with leading officials of the non-CPC political parties' central committees and the All-China Federation of Industry and Commerce (ACFIC) and representatives of personages without party affiliation at the Great Hall of the People on the afternoon of Feb. 7 to greet the upcoming festival. On behalf of the CPC Central Committee, Xi extended festive greetings and best wishes to people from the non-CPC political parties and the ACFIC, personages without party affiliation, and other members of the united front.

The gathering was also attended by Wang Huning, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), Cai Qi, director of the General Office of the CPC Central Committee, and Ding Xuexiang, vice premier of the State Council. They are all members of the Standing Committee of the Political Bureau of the CPC Central Committee.

Hao spoke on behalf of central committees of the non-CPC political parties, the ACFIC and prominent figures without party affiliation. He said that over the past year 2023, in the face of a grave and complicated situation along with multiple difficulties and challenges, the CPC Central Committee with Comrade Xi Jinping at its core coordinated national imperatives with a broad and long-term vision, united and led the Chinese people of all ethnic groups in meeting obstacles and difficulties head-on, working hard despite pressure, and forging ahead with enterprise and fortitude. As a result, the country has made solid progress in advancing Chinese modernization. China of the new era is renewing itself day by day, drawing ever closer to its great dream. In the new year, they should rally more closely around the CPC Central Committee with Comrade Xi Jinping at its core. With shared conviction and concerted efforts, they should make new and greater contributions to the building of a strong country and the rejuvenation of the Chinese nation.

After listening to Hao's speech, Xi gave an important address. He noted that 2023 was an extraordinary year. Throughout the year, the CPC Central Committee united and led the whole Party and Chinese people of all ethnic groups in implementing the guiding principles of the 20th CPC National Congress on all fronts. Adhering to the general principle of seeking progress while maintaining stability, we faced external pressures head-on, overcame internal difficulties, and vigorously advanced the recovery and development of the economy. We realized our expected goals for economic and social development, ensuring a smooth start and making numerous achievements. We addressed challenges with targeted solutions, firmly promoting high-quality development and facilitating the overall recovery and the positive trend of our country's economy. The total economic output for the year exceeded 126 trillion yuan, with employment and price levels remaining generally stable. We accelerated the improvement of the new system for mobilizing resources nationwide, made new breakthroughs in scientific and technological innovation, and promoted the development of new productive forces. China successfully hosted the third Belt and Road Forum for International Cooperation and the China-Central Asia Summit, and promoted the membership expansion of BRICS. Major-country diplomacy with Chinese characteristics has increasingly demonstrated its strong influence, appeal and shaping power. We effectively responded to a series of major natural disasters such as the floods in North and Northeast China and the earthquakes in Gansu, Qinghai and Xinjiang. We successfully hosted the Universiade in Chengdu and the Asian Games in Hangzhou, and Chinese athletes achieved good results. These achievements are the result of the strong leadership of the Communist Party of China and the hard work and joint efforts of all sectors, including the non-CPC political parties, the ACFIC, and personages without party affiliation.

Xi noted that the other political parties and personages without party affiliation, over the past year, thoroughly studied and implemented the Thought on Socialism with Chinese Characteristics for a New Era and the guiding principles of the 20th CPC National Congress, and carried out the study program of "Enhancing Cohesion and Forging the Party's Soul to Strive in Solidarity on Our New Journey" in a solid manner. They grasped the opportunities from marking the 75th anniversary of the issue of "May 1 Slogans" by the CPC Central Committee, deepened the political transition, and constantly consolidated the ideological and political consensus of multiparty cooperation. He added that they remained committed to focusing on the central task and serving the big picture, and put forward suggestions and proposals on the major and challenging issues in the process of advancing Chinese modernization, having thus contributed to the economic and social development. The ACFIC was proactive in cooperating with relevant departments and local authorities to implement the policies for facilitating the high-quality development of the private sector, and has done a lot of work in facilitating the healthy development of the non-public sector and those working in it. He expressed heartfelt thanks to them all on behalf of the CPC Central Committee.

It is important to act on the general principle of pursuing progress while ensuring stability, maintain stability through progress and build the new before discarding the old. We will consolidate and strengthen the momentum of rebound and improvement of the economy, continuously pursue higher-quality growth and appropriately increase economic output, and make solid progress in advancing Chinese modernization. All other political parties, the ACFIC and personages without party affiliation should fully understand the CPC Central Committee's decisions and plans, make greater efforts in conducting fact-finding missions, consultation, deliberation and democratic oversight, and improve themselves, so as to contribute wisdom and endeavor to advancing Chinese modernization.

Xi put forward three hopes for the other political parties, the ACFIC and personages without party affiliation. First, they should maintain firm confidence in China's political system to uphold, develop and improve China's new type of political party system. They should improve the quality of consultations among political parties, and strengthen deliberation mechanisms as well as those of offering advice to the government. Democratic oversight should be conducted in an orderly way, and the platforms for giving play to their strengths should be expanded in order to improve the effectiveness of China's new type of political party system.

Second, they should build a broad consensus to advance Chinese modernization. They should continue conducting in-depth fact-finding missions concerning the major strategic tasks proposed at the 20th CPC National Congress and the arrangements made at the Central Economic Work Conference to offer more targeted suggestions and advice. The ACFIC should guide private entrepreneurs to consolidate their confidence in development and collectively advocate for the bright future of China's economy. Third, political guidance should be strengthened to continuously achieve a higher level of self-development. The primary task is to strengthen the building of ideological and political awareness, follow the correct political direction, and solidify the ideological and political foundation of the CPC leadership. It is imperative to improve their conduct, build their leadership teams, consolidate their organizations, and effectively improve the way of thinking and working so as to steadily improve their capability and level of performance.

Xi pays visit to grassroots officials and residents in Tianjin ahead of Spring Festival

BEIJING, Feb. 3 (Xinhua) -- President Xi Jinping visited primary-level officials and residents in Tianjin ahead of the Spring Festival. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, extended Chinese New Year greetings to the Chinese people of all ethnic groups, compatriots in Hong Kong, Macao and Taiwan, and overseas Chinese. Xi wished the Chinese people both at home and abroad good health, a happy family and good luck in the Year of the Dragon, and wished the motherland peace and prosperity.

From Feb. 1 to 2, Xi, accompanied by Chen Min'er, a member of the Political Bureau of the CPC Central Committee and secretary of the CPC Tianjin Municipal Committee, and Zhang Gong, mayor of Tianjin, inspected a village, a historic and cultural block and a revolutionary memorial museum, and brought the CPC Central Committee's care and best wishes to local officials and residents.

On the morning of Feb. 1, Xi arrived at Diliubu Village in Xinkou Township, Xiqing District as soon as he got off the train. In late July and early August last year, extremely heavy rain in north China caused floods in the Haihe River Basin that inundated much of the Dongdian flood storage and detention area in Tianjin. Xi was briefed on the damages the flood had caused to Tianjin as a whole and to Xiqing District. He walked into a greenhouse to check out the growth of vegetables, and asked farmers in detail about how their greenhouses were restored, vegetables were replanted, and about the sales of their vegetables. He gave local people credit for their rapid response, self-reliance and self-motivation, as they proactively organized production to help themselves and seized the time to grow vegetables in as many fields as possible when the flood had ever subsided. He thanked them for their hard work in adding more vegetable choices to urban residents.

Xi walked into the house of Du Honggang, a villager with four generations of his family living under one roof. Xi sat down with the family to learn about their life and calculated the financial losses the family had suffered from the flood and their revenue from post-flood production and the additional income from employment. Du told the general secretary that the family's more than 10 mu (about 0.67 hectares) of corn fields and vegetable patches were damaged by the flood, but with the help of the Party and the government, they were able to recover quickly, and their vegetable greenhouses, in particular, were swiftly repaired, allowing them to have a good harvest of vegetables in season. With the Spring Festival around the corner, the family has stocked up a satisfactory variety of festive items, and thanks to a series of cultural events arranged by the village, people are all in a cheerful mood. Quoting a Chinese idiom about national prosperity and social harmony, Xi noted that a country is prosperous only when its people live in peace, saying that the CPC Central Committee as well as Party committees and governments at all levels are concerned about everyone's safety and well-being at all times. He also expressed the hope for villagers to rebuild their homes and create a happy life with their own hands.

When the general secretary was ready to leave, villagers gathered closer to greet him. Xi waved to the crowd over and over again and said in an amiable tone that he was delighted to see that their production and life have mostly recovered, and they have a warm home through the winter.

"Since last year, other regions in our country have also been hit by natural disasters such as floods, typhoons, earthquakes, landslides, snow and ice storms. I have been concerned about them all," Xi said. Party committees and governments at all levels put the people first, and officials along with the general public united as one, and thus achieved major triumphs in their fight against the disasters, he said. "The Spring Festival is approaching, on behalf of the CPC Central Committee, I would like to give best wishes to those people who were affected by the disasters, and to all the officials and those who have been working at the front for post-disaster recovery and reconstruction," Xi added. Party committees and governments at all levels must do an even better job in making meticulous arrangements for people's life and work in the disaster-affected areas, Xi said.

In the afternoon, Xi arrived at Tianjin's Ancient Culture Street. Walking along the street that has an air of antiquity, he stepped into several unique shops such as Guifaxiang 18th Street Mahua, Nut Products Zhang, Clay Figurine Zhang, and Yangliuqing New Year Painting, asking about categories and sales of their products, and the inheritance and development of traditional cultural heritages. He also talked with shop owners, employees, and residents around. He stressed that Party committees and governments at all levels must secure the production, distribution, and supply of essential consumer goods, ensuring that they are in abundance, great diversity, and sound quality. Then residents can be at ease to consume, and have a happy Spring Festival. Xi pointed out that Chinese modernization cannot be achieved without the inheritance and promotion of fine traditional culture, and Tianjin is a city with distinct characteristics and charm. It is necessary to protect and make good use of historical and cultural blocks so that they can add to the beauty of this modern metropolis.

On the streets, drums and music were clanging, dragon dance and lion dance performances were lively. People cheered enthusiastically when they saw the general secretary coming. Xi walked closer to everyone and extended New Year greetings to the people of Tianjin and the people of all ethnic groups in China. Xi said that seeing local residents and tourists beaming when they enjoyed traditional folk performances, he felt the thick flavor of the New Year. Noticing the coming lunar year is the Year of the Dragon, Xi said that in Chinese culture, the dragon has multiple connotations, such as courage and endeavor, infinite vitality, good luck, etc., and carries people's good wishes for and visions of the future. He said that everyone should have confidence in the coming year and live a better life. During the Spring Festival, local governments may organize more cultural activities that are popular with the people, so as to make the festival more festive and cheerful.

On the morning of Feb. 2, Xi visited the Peking-Tianjin Campaign Memorial Museum. From time to time, he stopped to look at the exhibits and communicated with everyone, stressing that the history of Chinese revolutionary war should be studied. He said that we should cherish what have been hard won, carry forward the revolutionary tradition, strengthen the spirit of struggle, and have the courage to overcome all kinds of difficulties and obstacles on the road ahead.

On the afternoon of Feb. 2, Xi was briefed on the work of the CPC Tianjin Municipal Committee and the Tianjin municipal government, and affirmed the achievements the city has made in various aspects of its work. He expressed the hope that Tianjin, under the strategic guidance of the coordinated development of the Beijing-Tianjin-Hebei region, focuses on economic development as the central task and high-quality development as the primary mission, actively forges ahead to build itself into a socialist and modern metropolis and writes its own chapter in advancing Chinese modernization.

Xi noted that Tianjin, as an advanced manufacturing, research and development base, should give full play to its advantages such as its rich scientific and educational resources, and strive to take the lead in developing new productive forces. He called on the city to attach equal importance to scientific and technological innovation and industrial innovation, strengthen the building of parks for sci-tech innovation, further integrate the digital economy with the real economy, and promote the high-end, smart and green development of its manufacturing sector. He also called on Tianjin to strengthen its coordination with Beijing on sci-tech innovation and the integration of industrial systems, so as to jointly build world-class advanced manufacturing clusters.

Xi stressed that reform and opening up are the key source of momentum for the development of all causes. He called on Tianjin to conscientiously summarize how its reform measures were implemented, and make plans for implementing new measures in accordance with the new developments in situations and missions, so as to ensure that the reform is more accurate, targeted and effective. It is particularly important to achieve greater progress in improving the systems underpinning the market economy, working unswervingly both to consolidate and develop the public sector and to encourage, support and guide the development of the non-public sector, developing new systems for a higher-level open economy at a faster pace, advancing regional integration, and innovating the systems and institutions for improving Beijing-Tianjin integrated development.

Xi pointed out that culture should serve to enlighten and bring tangible benefits to people, grace a city, promote industries of a city, and provide a city with its unique characteristics. These are supposed to be what a city is meant to achieve when it endeavors to inherit and develop its urban culture, as well as foster and nourish its urban civility. Tianjin should extensively explore its historical and cultural resources, and strengthen the protection of historical, cultural, and revolutionary heritage. In addition, it should improve the modern systems for cultural industries, and markets and public cultural services, and create distinctive and profound cultural brands, so as to demonstrate the modern features of Tianjin.

Xi stressed that it is a major task to advance the modernization of urban governance in order to build a modern metropolis. Tianjin should materialize the principle that cities should be built by the people and for the people, and make it a top priority to ensure that people live and work in peace and contentment. The supply of basic public services should be gradually expanded, and work should be done to secure the basic living needs of the disadvantaged, and to constantly increase people's sense of gain. It is imperative to adhere to the development path that brings out the full potential of a city. The way of urban governance should be innovated and the construction of a resilient and safe city should be reinforced. Proactive measures should be taken to initiate urban renewal projects to increase development potential, optimize development space, and continually improve business form, functionality, and quality of the urban environment.

Xi pointed out that since the theoretical study program for the whole Party to study and implement the Thought on Socialism with Chinese Characteristics for a New Era is coming to an end, it is imperative to establish a long-term mechanism to consolidate and expand what has been achieved in the study program. Leadership teams and leading officials at all levels should have a correct understanding of what it means to perform well and continuously combat pointless formalities to reduce burdens on community-level officials. It is essential to guide Party members and officials to dedicate themselves to work and make all efforts to promote the solid implementation of the decisions and arrangements of the CPC Central Committee.

In the end, Xi stressed that as the Spring Festival approaches, Party committees and governments at all levels should attach great importance to people's well-being and security, ensure the supply of essential necessities and energy, and maintain social harmony and stability so that people can have a joyful and peaceful Spring Festival.

Xi Jinping, general secretary of the CPC Central Committee, while presiding over the study session, emphasized it is a must to bear in mind that high-quality development is an unyielding principle in the new era. Xi delivered an important speech when chairing the study session. Xi stressed that high-quality development has to be supported by a new productivity theory. Since new productive forces have emerged in practice and exhibited their strong role in driving and supporting high-quality development, they should be theorized systematically to guide further development. In a nutshell, the new productive forces are primarily driven by innovation, and break free from traditional economic growth modes and productivity development paths; they feature high technology, high efficiency, and high quality, and are advanced productivity required by the new development philosophy. They are shaped by revolutionary technological breakthroughs, innovative allocation of production factors, and deep industrial transformation and upgrading, with the improvement of labor forces, means of labor, subjects of labor and their optimal combination as underlying elements, and a substantial increase in total factor productivity as a core hallmark. Marked by innovation, and with high quality as the key, new productive forces are advanced productivity in essence.

Xi pointed out that scientific and technological innovation can generate new industries, new models and new momentum, and is the core element for developing new productive forces. It is a must to strengthen scientific and technological innovation, especially original and disruptive innovations, accelerate the efforts to build high-level self-reliance and strength in science and technology, and do a good job in making breakthroughs in core technologies in key fields, so that original and disruptive scientific and technological innovations can emerge one after another, and foster more momentum for the development of new productive forces, said Xi.

Xi stressed the need to promptly apply scientific and technological innovation achievements to specific industries and industrial chains, transform and upgrade traditional industries, cultivate and strengthen emerging industries, make plans for the development of future industries, and improve the modern industrial system. It is imperative to lay out the industrial chains for the development of new productive forces, improve the resilience and safety of the industrial and supply chains, and ensure that the industrial system is independent, controllable, safe and reliable, Xi said. It is essential to develop a sound layout of scientific, technological and industrial innovation for the strategic tasks including advancing new industrialization and moving faster to boost China's strength in manufacturing, product quality, cyberspace, digital development and agriculture, Xi said. Xi pointed out that green development underlies high-quality development, and that the new productive forces in essence are green. The principle that lucid waters and lush mountains are invaluable assets must be upheld and acted on, and the path to prioritizing ecological protection and pursuing green development must be followed unswervingly. Xi stressed that the relations of production must meet the requirements for developing productive forces. To develop new productive forces, it is imperative to deepen reform across the board so as to create a new type of relations of production that is compatible with the development of new productive forces. It is imperative to further reform the economic system, and the scientific and technological system in order to remove obstacles and impediments to the growth of new productive forces, develop a high-standard market system, and innovate the way to allocate factors of production, so that advanced and high-quality factors of production can flow smoothly towards the development of new productive forces. Xi stressed that a virtuous cycle should be formed among education, science and technology, and personnel training. Xi chairs CPC leadership meeting to review reports, guideline and regulations

BEIJING, Feb. 1 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting on Jan. 31.

The meeting was held to review a report from the Standing Committee of the Political Bureau of the CPC Central Committee after it heard and discussed the work reports of the leading Party members groups of the Standing Committee of the National People's Congress (NPC), the State Council, the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the Supreme People's Court (SPC), and the Supreme People's Procuratorate (SPP), as well as the work report of the Secretariat of the CPC Central Committee. Those attending the meeting also reviewed a summary report on the theoretical study program for the whole Party to study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, a guideline on consolidating and expanding what has been achieved in the study program, and the CPC regulations on disciplinary inspection. BEIJING, Jan. 17 (Xinhua) -- A study session on promoting high-quality financial development, attended by provincial and ministerial-level leading officials, was opened at the Party School of the Communist Party of China (CPC) Central Committee (the National Academy of Governance) on the morning of Jan. 16. Xi Jinping, general secretary of the CPC Central Committee, Chinese president and chairman of the Central Military Commission (CMC), made an important speech at the opening ceremony. Xi noted that the path for financial development with Chinese characteristics not only follows the way for the development of modern finance, but also has distinctive features that suit China's national conditions, and thus it is different in nature from the mode of Western financial development. We should have more confidence and continue to explore and improve our work in the financial sector, so that this path will become wider and wider.

Zhao Leji, Wang Huning, Ding Xuexiang, and Li Xi, members of the Standing Committee of the Political Bureau of the CPC Central Committee as well as Vice President Han Zheng attended the ceremony. BEIJING, Jan. 9 (Xinhua) -- Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, delivered an important speech at the third plenary session of the 20th CPC Central Commission for Discipline Inspection (CCDI) on the morning of January 8.

He emphasized that after ten years of unremitting anti-graft efforts in the new era, an overwhelming victory has been achieved and fully consolidated. However, the situation remains severe and complex. We must have a clear understanding of the latest developments and trends in the fight against corruption, and of the soil and conditions that give rise to corruption. The Party must continuously combat corruption with tenacity, perseverance and precision, and resolutely win the tough and protracted battle against corruption.

Li Qiang, Zhao Leji, Wang Huning, Cai Qi and Ding Xuexiang, all members of the Standing Committee of the Political Bureau of the CPC Central Committee, attended the meeting. Xi emphasized that on the new journey of the fight against corruption, we must continue to make sustained efforts and further progress in eradicating the soil and conditions for corruption. The overall requirement is that coordinated efforts should be made to ensure that officials do not have the audacity, opportunity or desire to be corrupt, address both the symptoms and root causes in a systematic way, and continue to extend the depth and width of the fight against corruption. We should adopt the right approach for specific problems, and take targeted and combined measures to fight against corruption, in order to gradually reduce recurring old problems, prevent the spread of new problems, and institutionalize the long-term efforts to preempt and fight against corruption.

Xi pointed out that we must strengthen the CPC's centralized and unified leadership over the fight against corruption. CPC committees at all levels must effectively strengthen their leadership over the entire process of the fight, firmly support the investigation and prosecution of corruption cases, and take resolute actions to rectify problems. Disciplinary inspection commissions and supervisory commissions, as specialized agencies, should take responsibilities in a more proactive way, effectively assist the CPC committees in organizing and coordinating the fight against corruption, and integrate the strengths of all institutions in the entire anti-corruption chain. Functional departments must maintain efficient collaboration and consciously translate decisions and arrangements of the CPC Central Committee in this regard into concrete actions.

Xi stressed the need to maintain tough actions against corruption. In the face of a still grim and complex situation, there is no way for us to turn back, drop our guard and show leniency in our fight against corruption, and we must continue our endeavors in this regard. It is important to continue our focus on seven types of misconduct. To be specific, they are as follows: Some officials engage in cronyism and ostracize those outside of their circle; some form self-serving cliques; some anonymously lodge false accusations and fabricate rumors; some seek to buy popular support and rig elections in their favor; some promise official posts and lavish praise on each other for their promotions; some do things their own way and feign compliance with policies while acting counter to them; and some get too big for their boots and make presumptuous comments on the decisions of the CPC Central Committee. It's essential to make it our top priority to crack down on any collusion between officials and business people, combat profit-seeking activities with the help of power, and resolutely prevent interest groups and power groups from infiltrating the political sphere. It is imperative to further combat corruption in the sectors of finance, state-owned enterprises, energy, medicine, and infrastructure construction where power is concentrated, capital is intensive, and resources are abundant, and preempt potential risks. Firm action must be taken to deal with corrupt low-ranking officials, so that the people can have a stronger sense of gain.

Xi called for deepening reform to stop corruption from growing and spreading. The abuse of power is what corruption is all about. It is a must to keep in check the key power involved in formulating policies, making decisions, as well as approval and oversight. It is important to deepen institutional reform in key areas, accelerate the development of governance mechanisms in emerging areas, improve the mechanism for allocating power and regulating its operation, further plug institutional loopholes, regulate discretion, and reduce opportunities for rent-seeking. It is necessary to establish a joint mechanism for early warning about corruption and punishment of corrupt elements, strengthen dynamic monitoring of potential risks of integrity being eroded, and strengthen the speedy handling of new types of corruption and hidden abuse of power.

Xi stressed the need to further improve anti-corruption laws and regulations. It is important to improve basic laws and regulations in order to ensure that officials do not have the audacity, opportunity, or desire to become corrupt, and strengthen the supporting system for supervising leadership teams and top leaders. It is imperative to continuously promote national anti-corruption legislation, revise the Supervision Law to keep it updated, and take the opportunity of studying and implementing the newly-revised regulations on disciplinary punishment to carry out a discipline education campaign throughout the Party. Efforts should be made to strengthen oversight and inspection of the implementation of key regulations and systems to ensure that they are followed and implemented to the letter.

Xi noted that efforts should be intensified to punish bribe givers. Those who always lure officials with bribes to abuse of power and become the scourge of corruption must be investigated and strictly punished. Notice of typical cases must be circulated to ensure a correct understanding of the matter, and serve as a warning to the others. Efforts should be intensified to recover the illegitimate gains of bribe givers.

Xi stressed that unremitting efforts must be made to improve the political environment. Work must be done to not only eliminate vice but also exalt virtue. It is imperative to enforce strict political discipline and rules, conduct intraparty political activities in earnest, break tacit rules and give teeth to regulations. It is essential to resolutely fight against forming cliques as well as seeking political support through connections and establishing abnormal relations between higher-level officials and their subordinates. Political swindlers must be forcefully cracked down on, and steps must be taken to prohibit commodity trading rules from finding its way into the Party. Xi noted that a culture of integrity in the new era must be promoted. The mighty Yellow River and Yangtze River never fail to inspire us. Discoveries at the archeological sites of Liangzhu and Erlitou tell us much about the dawn of Chinese civilization. The ancient Chinese characters inscribed on oracle bones of the Yin Ruins, the cultural treasures of the Sanxingdui Site, and the collections of the National Archives of Publications and Culture bear witness to the evolution of Chinese culture. Xi meets Chinese diplomatic envoys

BEIJING, Dec. 30 (Xinhua) -- Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president, and chairman of the Central Military Commission, met with Chinese diplomatic envoys attending the annual work conference for overseas envoys to foreign countries in 2023 at the Great Hall of the People on Dec. 29. Xi delivered an important speech.

Xi acknowledged the significant achievements made in China's diplomatic work in the new era, and called on the envoys to conscientiously study and implement the guiding principles of the 20th CPC National Congress and the Central Conference on Work Related to Foreign Affairs, the Thought on Socialism with Chinese Characteristics for a New Era, and the Thought on Diplomacy in particular. He urged them to have a correct understanding of the international environment and the historical mission faced by China's work on foreign affairs on the new journey in the new era, to hold high the banner of building a community with a shared future for humanity, and to keep opening up new prospects for major-country diplomacy with Chinese characteristics.

They should also be able to accurately identify time and momentum, crisis and opportunity as well as advantages and disadvantages, proactively identify, respond to and steer changes, accurately grasp opportunities, effectively respond to risks, and never act hastily before decisions are made. Whether it is planning major strategies, making major decisions or arranging major tasks, it is imperative to maintain correct political orientation and meet political requirements. When resolving disputes and problems, it is essential to pay attention to preventing and defusing political risks with a sharp sight and quick actions, and identify risks as early as possible, so as to remove all kinds of hidden political dangers in a timely manner. It is imperative to attach great importance to and cut the channels where risks from different sectors could transform so as to prevent non-political risks from becoming political ones.

Xi stressed that leading officials must have a correct understanding that they perform their duties for the purpose of serving the interest of the people. NANNING, Dec. 16 (Xinhua) -- During his recent inspection tour to the Guangxi Zhuang Autonomous Region, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, emphasized that the region should faithfully implement the new development philosophy on all fronts.

He stressed the importance of the primary task to promote high-quality development and the strategic mission to build a new development paradigm. Guangxi should leverage its own advantages, foster a strong sense of community for the Chinese nation, emancipate mind, and pursue innovations for change. It should seek ocean-oriented development opportunities and promote open development, so as to make greater achievement in promoting high-quality development in border areas with large ethnic minority populations, seeking continuous progress in building a socialist Guangxi with Chinese characteristics in the new era, and write its own chapter in advancing Chinese modernization.

Xi returned to China after concluding his state visit to Vietnam on Dec. 13. Xi first visited the China-ASEAN Information Harbor Co., Ltd. in Nanning on the morning of Dec. 14. Xi stressed that Guangxi should focus on forging a strong sense of community for the Chinese nation in all aspects of its work, and regard it as the fundamental for promoting progress in ethnic solidarity, so as to further consolidate the excellent situation where people of all ethnic groups strive in unity. The continued fostering of a sense of community for the Chinese nation should be carried out in economic work, education, employment, residential community building, cultural development, and training of officials, so that the region will maintain its national lead in making progress in ethnic unity. Guangxi should do its best within its capacity and means to solve issues concerning employment, education, healthcare, housing, elderly care, and childcare, to gradually narrow the gaps between urban and rural areas, between different regions, and between different ethnic groups, and to actively promote common prosperity. Guangxi is urged to consistently boost economy in border areas and raise living standards for residents there in the new era.

Xi pointed out that upholding and strengthening the Party's overall leadership is the fundamental guarantee for doing a good job in all aspects of work. The region is urged to resolutely implement the decisions and arrangements of the CPC Central Committee, strengthen leadership building, continuously improve officials' moral compass and competency, and motivate Party members and officials to be clean, honest and upright in carrying out their work. As the second round of the theoretical study program is coming to an end, efforts must be intensified to secure its success, and establish a lasting mechanism ensuring that the study strengthens political awareness, promotes intellect, improves conduct, and boost work.

Xi emphasized that at the end of this year and the beginning of another year, Party committees and governments at all levels must do a good job in securing market supply, people's livelihoods, and meticulously oversee workplace safety in production. Work must be done to make sure that wages in arrears for migrant workers be paid, ensuring that the people enjoy a joyful and harmonious holiday. In recent days, moderate to heavy snowfall has occurred in regions such as North China and Yellow and Huaihe river basins, exerting a certain impact on the production and life for the local people. Relevant local authorities and departments should closely monitor the situation, take effective measures, and strive to minimize the impact the disaster has caused.

Xi delivers important speech at central economic work conference

BEIJING, Dec. 14 (Xinhua) -- The central economic work conference was held in Beijing from Dec. 11 to 12. Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, attended the conference and delivered an important speech. Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang and Li Xi, all members of the Standing Committee of the Political Bureau of the CPC Central Committee, also attended the conference.

In his speech, Xi summarized the economic work in 2023, analyzed the current economic situation and made arrangements for 2024. Li Qiang delivered a summary speech, in which he laid out requirements for implementing the guiding principles of Xi's speech and better carrying out economic work in 2024.

This year marks the first year to faithfully implement the guiding principles of the 20th CPC National Congress on all fronts and is a year for economic recovery following three years of COVID-19 prevention and control, according to the meeting. Under the leadership of the CPC Central Committee with Xi at its core, the entire Party and the people of different ethnic groups have withstood external pressures, overcome internal difficulties and deepened reform and opening up. They have strengthened macroeconomic regulation and control, expanded domestic demand, optimized structures, boosted confidence, and worked to prevent and defuse risks. As a result, China's economy has shown signs of recovery, progress has been achieved in high-quality development, and important advancement made in the building of a modern industrial system. Breakthroughs have also been made in scientific and technological innovation, while the reform and opening up have been deepened and a more solid foundation has been laid for development and security. Besides, people's well-being has been effectively promoted as the country has made solid strides in building itself into a modern socialist country.

It was pointed out at the conference that some difficulties and challenges must be tackled to achieve further economic recovery. Those include a lack of effective demand, overcapacity in some industries, weak social expectations and many hidden risks. There are bottlenecks in the domestic economic flow, and the external environment is increasingly complex, severe and uncertain. It is necessary to be vigilant against potential risks and effectively address these problems. Generally speaking, the favorable conditions for China's development outweigh the unfavorable ones, and the overall trend of economic recovery and long-term improvement remains unchanged. Confidence and determination must be boosted.

In recent years, under the strong leadership of the Party Central Committee, we have effectively coordinated the domestic and international situations, achieved economic and social development against the backdrop of COVID-19 prevention and control, according to the meeting. We have also ensured both development and security and deepened understanding of how economic work should be done in the new era. It is imperative to uphold high-quality development as the unyielding principle of the new era, faithfully implement the new development philosophy on all fronts, and effectively improve the quality of our economy and promote its growth within a reasonable range. We must persist in deepening supply-side structural reform and focus on coordinated efforts to expand effective demand, leveraging the advantages of the vast market and robust production capacity, ensuring that the domestic economic flow is based on the proactive force of domestic demand, and improving the quality and level of international economic flow. It is crucial to strengthen the endogenous driving force for development through reform and opening up, ensure the advancement of both profound reforms and high-level opening up, continuously liberate and develop social productivity, and stimulate and enhance social vitality. We must maintain a healthy interaction between high-quality development and high-level security, with the former to promote the latter, and the latter to secure the former, and a dynamic balance must be maintained between both. Promoting Chinese modernization must be upheld as the foremost politics. Under the unified leadership of the CPC, we should unite the broadest masses of the people, and focus on economic development as the central task and high-quality development as the primary mission, gradually turning the magnificent blueprint of Chinese modernization into reality.

It was emphasized at the meeting that to do a good job in the economic work next year, it is necessary to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 20th CPC National Congress and the Second Plenary Session of the 20th CPC Central Committee, adhere to the general principle of seeking progress while maintaining stability, and faithfully implement the new development philosophy on all fronts. It is also essential to accelerate the forging of a new development paradigm, focus on promoting high-quality development, comprehensively deepen reform and opening up, and build self-reliance and strength in high-level science and technology. It is imperative to intensify macro regulation, do a good job both in expanding domestic demand and deepening supply-side structural reform, ensure both new urbanization and rural revitalization across the board, and secure both high-quality development and high-level security. It is important to boost economic vitality, prevent and mitigate risks, improve social expectations, consolidate and promote the momentum of economic recovery, and effectively improve the quality of our economy and promote its growth within a reasonable range. It is important to improve people's well-being, maintain social stability, and make further progress in building China into a strong country and realizing the rejuvenation of the Chinese nation through a Chinese path to modernization.

It was emphasized at the meeting that next year, it is necessary to adhere to the general principle of seeking progress while maintaining stability, promoting stability through progress, and establishing the new before abolishing the old. It will be essential to implement policies that are conducive to stabilizing expectations, growth, and employment. More efforts will be needed when it comes to taking proactive measures in transforming methods, adjusting structures, raising quality, and increasing efficiency, with a view to continuously strengthening the foundation for stability and improvement. It is imperative to strengthen counter-cyclical and cross-cyclical adjustments of macroeconomic policies, continue to implement proactive fiscal policies and prudent monetary policies, and enhance policy innovation and coordination.

Proactive fiscal policies should be appropriately strengthened and their effectiveness improved. We should make good use of fiscal policy to improve the efficiency of funds and the effectiveness of policies. We should optimize the structure of fiscal expenditures and strengthen financial support for major national strategic tasks. We should reasonably expand the scope of local government special bonds for capital purposes. We should do a good job in implementing structural tax cuts and fee reductions with a focus on supporting technological innovation and the development of the manufacturing industry. We should strictly supervise the transfer of payment funds and enforce financial discipline. We should strengthen fiscal sustainability and never cross the line in securing people's basic livelihoods, salaries for the public sector and government's operation at the grassroots level. General expenditures should be strictly controlled. Party and government departments should get used to working within a limited budget.

Prudent monetary policies should be flexible, moderate, precise, and effective. We should maintain a reasonable and sufficient liquidity level that matches the growth of social financing and the money supply with the expected targets for economic growth and price levels. We should make good use of monetary policy tools to improve their effectiveness, activate existing stocks, and guide financial institutions to increase support for technological innovation, green transformation, small and micro enterprises, and the digital economy. We should promote a stable and moderate decline in the overall cost of social financing. We should maintain the basic stability of the RMB exchange rate at a reasonable and balanced level.

We should enhance the consistency of macroeconomic policy orientation. We should strengthen coordination in fiscal, monetary, employment, industrial, regional, technological, and environmental policies, and include non-economic policies in the evaluation of the consistency of macroeconomic policy orientation. We should strengthen policy coordination to ensure consistent efforts and form synergies. It is imperative to boost publicity concerning the economic situation and guide public opinion in this regard to boost confidence in the bright prospects of China's economy.

It was stressed at the meeting that next year we shall focus on promoting high-quality development, give prominence to key areas, grasp key points, and carry out economic work in a down-to-earth manner.

First, technological innovation will be promoted to support the development of a modern industrial system. We will promote industrial innovation through technological innovation, especially by using ground-breaking and cutting-edge technologies to foster new industries, new models and growth drivers, and develop new productive forces. We will improve the new national system for mobilizing nationwide resources, implement high-quality development actions for key industrial chains in the manufacturing industry, strengthen quality support and standard leadership, and boost the resilience and safety of industrial and supply chains. It will be essential to vigorously promote new industrialization, develop the digital economy, and accelerate the development of artificial intelligence. We will develop a number of strategic emerging industries such as bio-manufacturing, commercial aerospace, and low-altitude economy, open up new paths for future industries such as quantum and life sciences, and make extensive use of digital intelligence and green technologies to accelerate the transformation and upgrading of traditional industries. We will strengthen basic research in applied sciences and cutting-edge research, boost the principal role of enterprises in scientific and technological innovation, and encourage the development of venture capital and equity investment.

Second, we will focus on expanding domestic demand. It will be necessary to tap consumption potential and expand effective investment, so as to form a virtuous cycle between consumption and investment. We will shift consumption from post-epidemic recovery to sustained expansion, foster and expand new types of consumption, vigorously develop digital, green and health promotion consumption, and actively develop new consumption growth points such as smart homes, entertainment and tourism, sports events, as well as domestic products and China-chic goods. Efforts will be made to stabilize and expand traditional consumption, and boost spending on big-ticket items such as new energy vehicles and electronic products. We will increase the income of urban and rural residents, expand the size of the middle-income group, and improve consumption environment. To raise the standards of technology, energy and emissions, it will be necessary to promote large-scale upgrading of equipment and the replacement of old consumer goods with new ones. We will give full play to the multiplier effect of government investment, focus on supporting research in key and core technologies, new infrastructure, energy conservation, emission and carbon reduction, and cultivate new drivers of economic growth. We will improve investment and financing mechanisms, implement new mechanisms for cooperation between the government and private capital, and support private capital's participation in new infrastructure and other areas.

Third, we will deepen reform in key areas. It will be necessary to plan major measures to further reform in all areas and inject strong impetus into promoting high-quality development and advancing Chinese modernization. It will be important to improve and implement institutions and mechanisms to unswervingly consolidate and develop the public sector and unswervingly support the development of the non-public sector and fully stimulate the endogenous power and innovation vitality of various business entities. We will deepen and upgrade the reform of state-owned enterprises to strengthen their core functions and core competitiveness. We will implement a number of measures in market access, access to factors of production, fair law enforcement, and protection of rights and interests to promote the development and growth of private enterprises. We will encourage small and medium-sized enterprises to increase their capacity to turn out products that are new, unique, specialized and sophisticated. We will speed up the development of a unified national market, strive to break down local protection and market segmentation, and reduce logistics costs. It will be necessary to plan a new round of reform of the fiscal and tax systems, and implement financial system reform.

Fourth, high-level opening up will be expanded. It will be imperative to foster new drivers of foreign trade, reinforce the stable performance in foreign trade and foreign investment, and expand trade in intermediate goods, trade in services, digital trade and exports of cross-border e-commerce. Market access in service industries such as telecommunications and healthcare will be further relaxed, and problems related to issues such as cross-border flow of data and equitable participation in government procurement shall be solved conscientiously in alignment with high-standard international economic and trade rules, so as to continue our efforts to foster a world-class business environment that is market-oriented, law-based, and internationalized, and promote the brand of "Invest in China." Barriers shall be removed to make it easy for foreigners to do business, study and travel in China. Efforts will be made to ensure that the eight major steps China will take to support the development of high-quality Belt and Road Initiative are taken to the letter, and ensure that both major signature projects and "small yet smart" livelihood programs are promoted.

Fifth, risks in key areas will be prevented and defused in a continuous and effective manner. Coordinated efforts will be required to defuse risks in the real estate sector, local government debt and small and medium-sized financial institutions, and strict law enforcement is required to crack down on illegal financial activities, so as to ensure no systemic risks arise. Active and steady steps should be taken to address risks in the real estate sector, and reasonable financing needs for real estate enterprises under different ownership should be met equally to ensure stable and sound development of the real estate market. Efforts will also be accelerated to advance the construction of affordable housing and public infrastructure for both normal and emergency use and the renovation of shanty towns in cities. Relevant foundational systems will be upgraded to speed up the building of a new development mode for the real estate market. A balance will be struck between addressing local government debt risks and stable development, and major economically developed provinces should play a leading role in making greater contributions to the steady growth of the national economy.

Sixth, sustained efforts will be made to do a good job in the work related to agriculture, rural areas and farmers. With the goal of building up China's strength in agriculture, it will be imperative to learn from and apply the experience from the Green Rural Revival Program, and advance rural revitalization in all respects in an effective manner. Work must be done to ensure national food security and ensure that no large number of rural residents become poverty-stricken again. Efforts must be made to promote the development of rural industries, rural areas and rural governance. At the same time, the strengths of science and technology and reform should be leveraged, and measures intensified to increase rural residents' incomes, and strengths should be pooled to do things from which residents can get immediate benefits, so as to build a beautiful and harmonious countryside that is desirable to live and work in. No effort should be spared to secure the stable and safe supply of grain and other important agricultural products. Ways should be explored to build mechanisms on interest compensation between major grain production provinces and those that need supply of grain from other provinces. The system for offsetting cultivated land used for other purposes should be reformed and improved, and the standard for input in the cultivation of high-standard cropland should be raised. It will be imperative to adopt an all-encompassing approach to agriculture and food, and build China's agriculture into a modernized major sector.

Seventh, we will promote integrated development of rural and urban areas and coordinated regional development. By combining new urbanization and comprehensive rural revitalization, we will facilitate the two-way flows of various production factors and promote the new urbanization centered on county seats to generate a new mode of integrated urban and rural development. We will carry out urban renewal projects and improve urban infrastructure to build livable, resilient, and smart cities. We will give full scope to the comparative advantages of various regions and, by following the main functional positioning, actively serve the forging of a new development paradigm. We will improve the distribution of major productive forces and strengthen the construction of national strategic hinterland. We will develop the marine economy, and step up efforts to build China into a strong maritime country.

Eighth, we will further strengthen ecological conservation and pursue green and low-carbon development. We will set up model zones for building a Beautiful China and create hubs for green and low-carbon development. We will work actively and prudently toward the goals of reaching carbon emissions peaking and carbon neutrality, and accelerate the building of a green and low-carbon supply chain. We will make sustained efforts to keep our skies blue, waters clear, and lands clean. We will improve mechanisms to realize the market value of ecosystem goods. We will deepen the reform of collective forest tenure. We will speed up the planning and development of a system for new energy sources, conserve resources of all types and use them efficiently, and ensure greater security of energy and resources.

Ninth, we will make down-to-earth efforts to secure and improve people's livelihoods. We will do everything within our capacity and our means to make sure that people's livelihoods are secured. Employment will be given priority to ensure employment of key groups. We will build a solid social security net and improve the multi-tiered and categorized social assistance system. We will speed up the improvement of policies to boost birth rates and promote the silver economy for high-quality population development.

The importance was emphasized at the meeting to fully understand the CPC Central Committee's sound judgment of the economic situation, and effectively strengthen the sense of responsibility and mission in doing a good job in economic work. It will be essential to make use of all opportunities and conditions to do as much as possible once the right decision is made, and try to deal with the uncertainties of the current situation with the certainty of our own endeavor. It will be imperative to comprehensively implement the requirements for next year's economic work, strike a balance between speed and quality, between macro data and micro feelings, between promoting economic development and improving people's livelihoods, and between seeking development and ensuring security. This shall be how we will continuously consolidate and promote the positive momentum of economic recovery. It is essential to accurately grasp the policy orientation of next year's economic work. Our policy implementation should be guided by strengthening synergy and coordination and magnifying the combined effects, our policy foresight should focus on building up reserves in advance and leaving room for redundancy, and our policy evaluation should stress effectiveness and the people's sense of fulfillment. Thus, we will strive to boost the effectiveness of macro policies in supporting high-quality development.

It will be important to emphasize the methods and approaches for advancing work, grasp the major issues, break through bottlenecks, and focus on forward-looking planning to ensure the implementation of next year's key economic tasks. It is important to work hard with determination, have a broad vision for the nation, boldly take responsibility and excel in whatever work one does, strengthen coordination, and actively plan to effectively utilize whatever driving and leveraging forces to promote high-quality development in a down-to-earth manner.

It was emphasized at the meeting that it is important to uphold and strengthen the overall leadership of the Party, thoroughly implement the CPC Central Committee's decisions and arrangements on economic work, and ensure that the final outcomes align with the intentions of the CPC Central Committee. Swift and decisive action must be taken in implementation, coordinating the timing, intensity and effectiveness. Practical efforts must be made in implementation, allowing no room for pointless formalities and bureaucracy. Bold measures must be taken in a judicious manner in implementation, maintaining the correct approach in the use of personnel to fully unleash the initiative, creativity, and enthusiasm of leading officials at all levels. What has been achieved in the theoretical study program must be consolidated, expanded and thus transformed into effective drivers for high-quality development.

It was required at the meeting that work must be done to secure the supply and ensure stable prices of important daily necessities at the end of the year and the beginning of the coming year, ensure the timely and full payment of wages to migrant workers, care for the production and living conditions of the needy, and thoroughly implement the responsibility system for workplace safety to safeguard the lives, property, and health of the people.

Comrades and Young Friends from China and Vietnam,

 

Good afternoon.

 

It gives me great pleasure to meet you all. This is my second visit to your beautiful country in six years, and I can truly feel your warm and youthful vigor when I see you. Among you, many are old friends who have long been dedicated to China-Vietnam friendship, and many are young and new friends. On behalf of the Communist Party of China and the Chinese government, I extend my warm regards to you.

Yesterday, General Secretary Nguyen Phu Trong and I jointly announced our decision to build a China-Vietnam community with a shared future that carries strategic significance, thus ushering in a new stage in the relations between our two parties and countries. This is a major strategic decision we have made to revitalize world socialism and ensure long-term stability and security of our two countries. It is rooted in our traditional friendship and represents the shared interests and aspirations of our two peoples.

In the past, we stood by and reached out to each other as we pursued common goals together. In modern times, our two parties and peoples stayed true to our common ideals, and supported each other in trying times as we fought for national independence and liberation. Chairman Ho Chi Minh was engaged in revolutionary activities in China for 12 years, during which he first established the Vietnamese Revolutionary Youth League in Guangzhou, and later founded the Communist Party of Vietnam in Hong Kong. For a long time, he also gave guidance to the Vietnamese revolution from Yunnan and Guangxi. Nong Qizhen, a villager in Guangxi's Longzhou County, risked his life to protect Chairman Ho Chi Minh. It was in Guangxi where Chairman Ho Chi Minh wrote the resounding letter to all Vietnamese. He left Guangxi and returned to Vietnam in 1945, where he led the August Revolution to victory, and founded the Democratic Republic of Vietnam. In Vietnam's War Against French Occupation and its War Against U.S. Aggression to Save the Nation, more than 1,400 Chinese officers and men gave their lives, and they now rest in peace in Vietnam. More than 5,000 injured Vietnamese soldiers were treated in Nanxishan Hospital in Guilin, Guangxi, and over 10,000 Vietnamese students received education in Yucai School there. Vietnam also actively supported the Chinese Revolution. General Nguyen Son, who participated in the Guangzhou Uprising of 1927 and later joined the Long March of the Chinese Red Army, is well-known in China as a general of both countries. Today, when we read the famous poetic line by Chairman Ho Chi Minh that "So profound is the friendship between Vietnam and China, because we are both comrades and brothers", the memory of those fiery and exciting years of our two peoples is kept alive.

Today, we remain firmly committed to our shared aspiration forged in the early days and are pursuing win-win cooperation. Since we established the comprehensive strategic cooperative partnership 15 years ago, we the Communist Party of China and the Communist Party of Vietnam have pursued people-centered mutually beneficial cooperation, delivering true benefits to our two peoples. In the new era, the general secretaries of the two Parties exchanged visits twice, ensuring the sound and steady growth of China-Vietnam relations. Recently, General Secretary Nguyen Phu Trong made a special trip to the Youyi Pass, meaning the Friendship Pass, on the border of our countries and planted a friendship tree there. It demonstrates the great value he places on Vietnam's relations with China. Our two sides have fully leveraged the role of coordination of the steering committee for bilateral cooperation, which made sure more than 30 cooperation mechanisms such as the party-to-party theoretical symposium, the Border Defense Friendship Exchange, and the meeting on crime control between the two public security ministries play their due role. All these efforts have enabled us to share practices and engage in cooperation on Party and country governance, and these efforts have injected strong impetus into the industrialization and modernization endeavors of both countries.

China has long been the largest trading partner of Vietnam, and Vietnam is China's largest trading partner in ASEAN and the fourth largest trading partner in the world. With the launch of China-Vietnam cross-border freight train service and the smart port program, our land border ports have become rapidly interconnected. Large quantities of quality Vietnamese agricultural products, including lychee, durian and dragon fruit, are exported to China. Raw materials and machinery equipment imported from China have boosted the development of Vietnam's manufacturing sector and its export capacity. Close to 20 million trips have been made on the Cat Linh-Ha Dong metro line built by a Chinese company, which has provided a convenient and comfortable means of travels for Hanoi residents. The largest overseas photovoltaic industrial cluster built by Chinese companies is located in Vietnam. This, together with many waste-to-energy plants built with Chinese investment and by Chinese companies in Hanoi and other cities, has supplied energy much needed for Vietnam's industrialization and modernization.

The Detian-Ban Gioc Waterfall cross-border tourism cooperation zone is on trial run. Friendly exchanges are flourishing, such as the friendly exchange between the national and local committees of the Chinese People's Political Consultative Conference and the Vietnam Fatherland Front, and the border residents gala. Both Chinese literature classics and contemporary Chinese film and television productions are popular in Vietnam. Some Vietnamese pop songs are huge hits on Chinese social media, and Vietnamese singers who appeared in Chinese TV shows have won many fans in China. These fruitful activities of exchange and cooperation have forged a close cultural bond between our two peoples.

Looking ahead, we can see that we share the same future. Facing a world fraught with changes and turbulence, I have put forth the vision of building a community with a shared future for mankind as well as the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, and called on all countries to jointly respond to global challenges. We are now striving to build China into a great modern socialist country in all respects and advance the rejuvenation of the Chinese nation on all fronts by pursuing Chinese modernization. What we are pursuing is not modernization just for China itself. We will stay committed to peaceful development, the policy of forging friendships and partnerships with neighbors, and the principles of amity, sincerity, mutual benefit and inclusiveness. And we are ready to share more of the benefits of Chinese modernization with our neighbors. Vietnam, on its part, is vigorously advancing its industrialization and modernization drive to realize the goals set for the centenary of its Party and the centenary of the country.

CPC leadership holds meeting on 2024 economic work, anti-corruption work, Party discipline

BEIJING, Dec. 9 (Xinhua) -- On Dec. 8, the Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting to analyze and study the economic work for 2024. They listened to the work report of the CPC Central Commission for Discipline Inspection (CCDI) and the National Commission of Supervision (NCS), and discussed the arrangements for the improvement of Party conduct and anti-graft work in 2024. They also reviewed the Regulations on CPC Disciplinary Action. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.

This year marks the first year to fully implement the guiding principles of the 20th CPC National Congress and is a year for economic recovery following three years of COVID-19 prevention and control, according to the meeting. Under the leadership of the CPC Central Committee with Xi at its core, the entire Party and the people of different ethnic groups have withstood external pressures, overcome internal difficulties, expanded domestic demand, optimized structures, boosted confidence, and worked to prevent and defuse risks. As a result, China's economy has shown signs of recovery, progress has been achieved in high-quality development, and important advancement made in the building of a modern industrial system. Breakthroughs have also been made in scientific and technological innovation, while the reform and opening up have been deepened and a more solid foundation has been laid for safe development. Besides, people's well-being has been effectively promoted as the country has made solid strides in building itself into a modern socialist country.

It was emphasized at the meeting that to do a good job in the economic work next year, it is necessary to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 20th CPC National Congress and the Second Plenary Session of the 20th CPC Central Committee, adhere to the general principle of seeking progress while maintaining stability, and faithfully implement the new development philosophy on all fronts. It is also essential to accelerate the forging of a new development paradigm, focus on promoting high-quality development, comprehensively deepen reform and opening up, and build self-reliance and strength in high-level science and technology. It is imperative to intensify macro regulation, do a good job both in expanding domestic demand and deepening supply-side structural reform, ensure both new urbanization and rural revitalization across the board, and secure both high-quality development and high-level security. It is important to boost economic vitality, prevent and mitigate risks, improve social expectations, consolidate and promote the momentum of economic recovery, and effectively improve the quality of our economy and promote its growth within a reasonable range. It is important to improve people's well-being, maintain social stability, and make further progress in building China into a strong country and realizing the rejuvenation of the Chinese nation through a Chinese path to modernization.

It was pointed out at the meeting that next year, we must adhere to the principle of seeking progress while maintaining stability, promoting stability through progress, and prioritizing development before addressing problems. We need to strengthen the counter-cyclical and cross-cyclical adjustment of macroeconomic policies, and continue to implement proactive fiscal policies and prudent monetary policies. The proactive fiscal policies should be appropriately strengthened and improved in quality and efficiency, while the prudent monetary policies should be flexible, appropriate, precise, and effective. It is imperative to unremittingly advance work on agriculture, rural areas and rural residents, and promote urban-rural integration and coordinated regional development. It is necessary to further accelerate building an ecological civilization and green and low-carbon development, and accelerate the building of a Beautiful China. It is important to do everything within our capacity and means to secure people's livelihoods and improve their well-being.

The need was stressed at the meeting to uphold and strengthen the Party's overall leadership and soundly implement the CPC Central Committee's major decisions and arrangements for economic work. It is necessary to ensure market supply and stable prices of important commodities for people's livelihoods during New Year's Day and Spring Festival, secure full and timely payments of migrant workers' wages, care for the production and life of disadvantaged groups, implement the responsibility systems for workplace safety, and secure the safety of people's lives and property and their health.

It was noted at the meeting that since the 20th CPC National Congress, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the CPC CCDI and NCS as well as discipline inspection and supervision departments at all levels have carried out the theoretical study program on thoroughly studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the campaign for education of officials in this sector nationwide in a solid manner. They have furthered efforts to improve Party conduct, build integrity and combat corruption, kept improving the systems for exercising full and rigorous Party self-governance, and conducted rigorous management and governance to build an iron team of disciplinary inspection and supervision. As a result, new progress has been made in promoting high-quality development of discipline inspection and supervision work.

It was stressed at the meeting that discipline inspection and supervision departments must further their efforts to study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and continue its unremitting efforts to exercise full and rigorous Party self-governance, improve conduct, enforce discipline and combat corruption. It is imperative to strengthen political supervision, ensure that the decisive significance of establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is thoroughly understood across the Party, unswervingly uphold Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and uphold the Party Central Committee's authority and its centralized, unified leadership, and make unremitting efforts to maintain the Party's solidarity and unity. Continued efforts must be made to seek solid progress in our fight against corruption, and special campaign should be organized to overhaul those industries, systems, and regions where corruption is serious. Corrupt low-ranking officials, whose piecemeal abuse of power plagues people's lives like insidious flies and ants must be investigated and punished according to the law. Those who take bribes and give bribes must be both investigated and punished so as to combat corruption at the source. It is essential to develop a culture in the new era under which clean and honest officials are admired, and efforts must be made to eradicate breeding grounds and conditions for corruption. Great efforts must be made to tackle pointless formalities, bureaucratism, hedonism, and extravagance by strengthening supervision and inspection, as well as tightening enforcement of discipline. Coordination and cooperation between supervision by disciplinary inspection as well as supervision departments and other forms of oversight should be strengthened to achieve seamless and collaborative supervision to considerably raise the effectiveness of supervision. With thorough self-reform, a highly competent and professional team of disciplinary inspection and supervision personnel should be trained, and they should try to be examples of self-reform and models for abiding by rules and discipline.

Earlier, General Secretary Xi Jinping presided over a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee, where he listened to the report on the work of the CCDI and NCS in 2023 and on the preparations for the upcoming Third Plenary Session of the 20th CCDI.

It was agreed at the meeting that the Third Plenary Session of the 20th CCDI shall be convened from January 8 to 10 next year.

It was pointed out at the meeting that since the 18th CPC National Congress, our Party has revised the Regulations on the CPC Disciplinary Action three times. This is meant to make the Party's discipline as stringent as possible in a comprehensive manner, so that they may cover all aspects of the Party's work and play its role in all links all the time, and to ensure that the CPC constantly improves its capability to purify itself, reform itself, and excel itself.

It is necessary to further tighten political discipline and rules, which will ensure the Party's strict discipline on all fronts, according to the meeting. It is a must to strengthen Party consciousness, improve Party conduct, and tighten Party discipline at the same time so as to make education on the Party discipline a routine work. The publicity and education related to Regulations on the CPC Disciplinary Action must be intensified to guide Party members and officials to learn, understand, and strictly abide by the regulations. Compliance with the Party's discipline must be prioritized to make sure that the regulations are implemented to the letter, and discipline and law enforcement efforts go hand in hand, so as to maintain the rigor and seriousness of the Party's discipline. It is crucial to accurately apply the "four forms of oversight and discipline enforcement" and the "three distinctions" to not only strictly manage and supervise Party members and officials but also encourage them to take on responsibilities, so as to constantly promote the Party's creativity, cohesion, and readiness to meet challenges.
